clause without even suggesting, usually by ellipsis (...) that there's more. And what it leaves out is "...without the consent of Congress..." The fact that there's an unindicated omission should raise suspicions about the writer's motive and honesty. Given that it's from a liberal publisher, Brookings, dishonesty is the likeliest cause.
