holds third world countries to is a formula for disaster.
Third world countries starve, pursue genocide and endure fairly regular regime change, usually violent.
First world countries generally intervene at the worst times, citing 'human rights' violations.
These interventions usually stop current action, but fail to solve any of the underlying problems - thus they fail in the long-term.
The most successful form of civilization known to man is extant in the United States. If we really want to help the third world, we're going to have to figure out a way to civilize them and bring them up to our standards of living and of government. If we can't do that, best to just leave them alone, as our interventions almost always make the situation worse.
I'm a big believer in benevolent imperialism - but it's not fashionable and it's unrealistic to expect any First World country to practice it because while it is the best answer we know, it is also politically incorrect. What's fashionable today is letting people roll around in the mud until they REALLY start to make a mess of it, and then, at that moment, temporarily intervening, only to retreat after the band-aid has been applied - leaving the country to sink back down into squalor.
Ah well, maybe someday we'll grow up and face what really has to be done, or the Third World will...
