additional tax penalty, no money will be used for homelessness.

If companies ignore this and pay the tax penalty, this is simply a redistribution of corporate dollars to public and once again, govt gets to claim they are "helping the homeless" when it is clearly corporate (private) $ doing the work.

these kinds of "feel good" govt schemes are the most insidious of all the schemes to take money from private to the public sector.
