You are confusing the issue.
The problem at the VA, is that it's run by incompetent federal govt employees, who simply don't care, know they can't be fired, and take no responsibilities for their failures.
It's completely rotted from within.
Instead of fixing it, end it.
Give vets free private care until over 50K annual income, and they will get much better care, and the taxpayers will spend far, far less.
Naturally, you're wanting to make some goofy nonsense about overseas wars, which is a different topic.
