Just like the officers with Rodney King video where the news media only showed Rodney getting thumped but the JURY saw the video in its entirety with the officers repeatedly telling him to stay on the ground and Rodney repeatedly charging them, it took the entire video to determine what had happened.
Others have looked at the Scott video and said Scott went for the officer's taser and may have even discharged it as there were taser leads pulling away from the officer's body. That would explain the officer pulling his gun and Scott dropping the taser to run away. Also, after the shooting, the officer acts dazed and is trying to draw in what happened. I think he was shocked when he got to Scott's body because he assumed Scott had his taser and returned to where they struggled to find the taser on the ground.
If all those factors were in play, then the shooting was justified.
