The Constitution is the basis for laws. No law or rule is supreme to the Constitution.
SCOTUS rulings have the full force of law and SCOTUS ruled many times on the Presidential powers and responsibilities. The President is not required to enforce unconstitutional laws, but is required to enforce those that are Constitutional.
