the money they earned is 'welfare', but I agree to a certain extent.

I don't think it's a good idea to have the government negotiating with individual companies to give some benefits others don't receive... especially if the special considerations are in reaction to a company getting ready to move operations out of the country.

A far better plan in my opinion would be to reduce the size and expense of the federal government and lower the taxes and regulatory burdens on ALL businesses and make it more attractive to have factories here rather than in other countries.
