From Carrier's perspective, one is a cost and the other is a benefit.

$15 minimum wage is only going to expedite automated jobs. It's happening already at McDonalds.

I don't know the details of the Carrier situation, but it's clearly a competition between the US and Mexico. Minimum wage is a perceived competition between employer and employee, except the employer always has other options.
