you want to enter based on the safety of citizens is not part of the federal govt's delegated power?
If you think the States or citizens should provide border security rather than the feds, it would seem to imply that someone getting through that security is only a threat to the state which is defined by that border, which is clearly untrue.
a terrorist is a threat to all states, any state from any and all borders.
And yes, immigration is an entirely different matter.
