It's truly brilliant. We know this historically never happens. Why? Because they never look for it, prevent anyone from doing so.
It allows the continual fiction of illegal voting never happens, voting id is racist, etc..
We have around 11.1 million illegals. If just 10% of them voted, that's a million.
Even if only 5% did, it's enough to swing elections, just like the dems tactic of voting multiple times, dead people voting does.
