Which appointee for SoS would best serve an imperialist

All the refugees will need to be returned to American controlled safe zones in their home countries.
Also, colonization of Iraq, Afghanistan and Syria, at a minimum is preferred. We'll need to permanently appropriate some of their oil, while also reminding them who's boss.
Only way to do it long-term is to simply take over those countries.
They don't know what they're doing. For enough land and oil money, plenty of middle class Americans would be happy to risk life and limb for a fresh start.
If we don't do this, we'll just have to occupy and retreat endlessly - time to fully embrace.
