instituting a voucher system.
For instance, they could give vouchers for 4% of the amount they spend per student in the public school system the 1st year, 8% the 2nd year and increase it by 4% per year for 25 years, until the vouchers reach the 100% level.
Maybe that would be enough incentive/help for a couple % of the families to move one or more children the 1st year, a few more % the next year and so on.
A 25 year transition period should give quite enough time for the various schools to adjust as needed.
I suspect that the public schools would adapt and improve... or shrink and/or go out of business over that time frame.
Other schools could expand a bit if needed or even a lot if the demand is there.
In the end the students, their families and society in general would be better off with the much better school system that would evolve.
