New procedures.
When it fails, it will be because they didn't spend enough money. They weren't committed enough. And the reason for that will be... again, that Republicans were obstructionist.
They need to do this again with no Republican interference. No opposition. And all the money they want.
Like they do in Baltimore. And newark. And Detroit, look how well that one is working.
Same socialist policies.
Same devastating results.
Same rationale for failure.
Same scapegoat.
