I don't doubt that he will do as much as possible to make the next president's life difficult.
He will put in as many policies as possible to overwhelm the system. That is, to continue overwhelming the system.
Obama is a bad human. It will be good when he is gone. Until then, he will do anything to hurt this country. Some obvious and some subtle.
For example, he has commuted the sentences of more fellons then the next eleven presidens combined.
Overwhelm the system.
