support for him that he cared a great deal for the program. But instead collecting a paycheck was personally more important to him than seeing the program try and get back on its feet.

I'm only talking about not stepping aside after 2 years, not taking the job in the first place. I do think when he accepted the job he was under the impression he could do it.
