It means you base your evaluation of the individual on their ethnicity or inclusion in a larger group rather than on their own thinking and actions.
If you don't think this way, then why type and speak this way?
Why not just say "based on their prior actions, I don't trust the leaders of China" and leave the ethnic slander out of it - you sound like a hateful liberal who is talking about racist white people as if we're all the same.
