power of the United States government to extract wealth from it's citizens and then transfer that wealth to other citizens.
Liberals, believing humans to be fundamentally evil, are comfortable with this form of 'charity', because they believe all other forms will fail, humans not caring about each other and so on.
It's a self-projection of their own souls and is seen by them as 'good' because they know they themselves receiving such treatment is the only way THEY would 'do good'.
The idea that individuals would do good from a desire to help others is not even considered a possibility.
