The laws and the sentences have definitely targeted minorities.

Crack and powder cocaine are the same drug. However, the penalties for selling and holding crack are far harsher than those selling and holding powder cocaine. Minorities prefer crack; white people prefer powder. It takes 28 grams of crack to get a 5 year sentence, but 500 grams of powder to receive the same sentence.
