It's either fringe nationalists who see trump as an opportunity to go nuts, or liberals staging a false flag to incite fear among the liberal fringe.
Either way, it's nothing that concerns me beyond how large the fringe is becoming on the left - you included - who are so desperate to confirm their beliefs they will create false flags and/or communicate them as real.
