Percent. Public Sector (which shouldnt even exist) is over 35% but that is irrelevant to the topic. In fact union membership is irrelevant to the discussion.

The fact is all USG full time employees, from the President on down, have a pension plan. It is unaffordable and they should take responsibilit beyond paying in a very small percentage towards their retirement
