It really depends upon what you define as "necessary", doesn't it?

Isn't that that crux of this entire issue?

govt isn't required for man to live.
It isn't required for man to do many things.
It may not be required for man to live in massive cities -but it's never been done without government, so the data shows or is on the side of govt being historically necessary for man to live in large numbers together.

They may not live happily nor free of force, but it appears very much as though it is necessary.
