the expired Visas, just start working through the list.
As for individual citizen action, that is the quickest way to complete the clean up.
But it doesn't have to involve spying. People just need to get on board and start turning in people they already know.
If some want to make a bounty hunter culture out of it, I'm good with that too: illegals could turn themselves in, so they're choosing the hard way...
