incentive to work hard. If you do more work than anyone else, you aren't rewarded in any way. You won't make more money than the guy that just barely gets by. It's all based on how long you have worked.

Really stupid. Just shows that the government can't even evaluate good workers from bad ones.

My friend only does it because he needed a job and it has good benefits.
