The state isn't using your institution. It has created a legal institution and called it the same thing you call yours.
The state CAN'T change your institution and never has. they are using the same word for a legal device, nothing more.
by your own words, the state could allow the "marriage" of sheep and wolf and it doesn't have anything to do with YOUR institution.
