it costs a lot of money to immigrate legally to the US. Most don't have it up front. The reason there is fees is the USCIS is a self funded agency, 90% of the operating costs are covered by the fees.
It's usually best to hire an immigration lawyer.
the test costs $575 to $700. which is the actual test and meeting USCIS people.
You have to pay $680 to file an application, if your income is below 150% of the fed poverty line you can apply for a waiver.
The clases to take for taking the citizenship test are there, too, they are privatized and cost money
You can't talk about immigration reform without addressing a complicated LEGAL process controlled by an underfunded and understaffed agency that honestly seems a bit money grabbish.
