Obama is going to realize in hindsight that ignoring the legislature and ruling by executive order was a fool's errand.
Anything done through bills pushed through the legislature can still be overturned but it takes a number of people working together to do it and it takes time where public opinion can come into play.
Trump could easily overturn every one of Obama's executive orders in a matter of minutes and absolutely no on would know until after the fact.
Looking back in twenty years there may not be a ripple left to show that the Obama administration ever existed.
