Allow people to buy whatever they want.
Eliminate rules forcing companies to buy health insurance for employees.
Give the same tax breaks for individuals buying policies as they do for employers buying them for them.
Include a tax for people who don't buy insurance to help pay for the emergency care needed for those without health insurance.
Disallow rejections for pre existing conditions, but allow surcharges for some things... eg. for smokers, illegal drug use, or for switching from a lower tier of coverage to a higher tier with pre-existing conditions... eg. you get cancer and then switch from the lowest cost tier to the Cadillac policy.
Have a negative income tax option rather than the hodge podge of programs and policies we have today and eliminate the minimum wage.
Able bodied men should not be completely unemployed. They should be able to get odd jobs, cut grass etc.
The negative income tax should be designed so that an unskilled person should be able to earn enough to live on at least some reasonable subsistence level with the money they can earn & the money they receive from the negative income tax. If they can earn more than the very lowest earners they would get slightly less from the negative income tax but they would still have a greater income overall... and that would be on a continuum such that as their skill set improves or they learn more, get more experience or find a better job their income continues to improve and their standard of living goes up.
That reasonable subsistence level would include some form of basic health care.
