who have served their times in 2013. This isn't some sinister plot by him to try and sneak this in. It was a campaign promise of his and the people of Virginia elected him. If you served your time and are no longer on probation then you should be allowed to fully participate by back in society.

And in case you were wondering, only 45% of those pardoned were African Americans. So this could very well end up benefiting Trump over Clinton.
