It was a consequence of the Iraq war and creation of a vacuum in what had been a tri-polar region. The argument that you lay it on Obama for pulling us out doesn't hold. Nothing to pull out of had we not gone in and that is Bushco. It's not a debate. ISIS rose from that. NOW ISIS within a year or will have no real estate. No real estate, no caliphate. There WILL be a series of attacks on the West, but ISIS as an existential threat faded.
