Not by any means. The vitality of a leader is quite important. Not having it is not automatically damning, but the visual of a feeble woman who cannot handle steps and much if any physical activity will not go unnoticed.
Reagan walking out of the hospital was a huge issue in his presidency. JFK struggling to hide his back issues was for a very good reason.
