to institute a "no fly zone" (and she is president) they will institute the "no fly zone".
She will normally want to get approval from her allies & will talk things over with the generals, of course, but the bottom line is that she would be commander in chief and if Satan tells her to institute a no-fly zone come hell or high water she will jump to his tune, of course.
