the FBI takes the case to the Attorney General to discuss whether to present it to a grand jury. It could be that this discussion is going to take place or has taken place already and it is being recommended to be presented to a grand jury.

Most cases that are taken to a grand jury result in indictment, so this could be a matter of semantics.

Let me ask you a question - Do you seriously believe that Hillary Clinton has done nothing criminally wrong? The evidence seems overwhelming.
