1. The FBI already saw enough to know that laws were violated. If that is the case, he had no choice but to disclose ahead of the election. If he would have waited, it would have been an obvious coverup and he would have been implicated.

2. Comey may just be dumb. "Aw, shucks...I told Congress I would update them if I received new information and I received new information..." If he's really that stupid and tone deaf to circumstances, he doesn't belong in a leadership position. It doesn't appear that Obama thinks this is the case, however.

3. Maybe it was an orchestrated diversion to try to draw attention away from Wikileaks. I would say this is very unlikely. The Wikileaks disclosures would have to be catastrophically bad to merit this level of a diversion.

In all likelihood, it's number 1. They found damaging stuff. Comey's credibility was already completely shot...holding further damning evidence back would have implicated himself as contributing to the cover-up.
