use paper or electronic voting methods.
The paper ballots are counted by electronic machines with computer tabulation... which has been shown to be vulnerable to computer hacking.
At least with paper ballots one has a better chance of recounting things by hand or on different machines, though.
But things could still theoretically get screwed up enough that a valid recount could not be done.
