Prop A would make any new tobacco taxes in Missouri only possible to start at the state level. Cities/counties could no longer use targeted tobacco sales taxes to fix a bridge for example.

Amendment 3 would allow money generated for education to go to private and religions schools. State money should not be used for these schools.

Neither measure is to improve public health as they are only targeting cigarettes, not all forms of tobacco.
