Yes public policy has an impact on employment

Let me run through the logic. Public policy A results in employment level X. Public policy B results in employment level Y. In other words, public policies have consequences including an impact on employment. Does that mean that public policy "creates jobs" - who gives a crap. I care about real world consequences, not symantic word games.
