Government gives mandatory birth control to all females (could be males) then when a couple decides they want a kid they prove net worth and income to have a kid.

Stupid people could reproduce so long as they are not a drain. Then during pregnancy we check to make sure there are no problems with the child. If so, then if they have the net worth they can keep the special needs child, and if not it is aborted for the good of the mother
