You don't file a claim for x amount (especially that amount) and the insurance company just writes you a check. There would have to be collusion between Trump and (most likely) the adjuster. The adjuster is most likely the one who determined he incurred a loss of that amount. If actual repairs fell under that, hire a better adjuster.
