actually do answer the question. Occasionally the rambling is relevant to some extent or other. Interrupting them in the first sentence or two of their answer probably wouldn't be the best way to go. It's not a police interrogation after all.

But it does seem that they should bring them on track if they ramble on and on or at least gently mention that they didn't actually answer the question when they come to the end of their "answer".
