It was discovered in a FOIA request Lee Barfknecht at OWH submitted to get information on an article he was writing about Nebraska's move to the Big 10 - Iowa State, Nebraska, kansas, Oklahoma, & Texas A&M put together a group proposal that would have brought the Big 10 to 16 teams. I don't believe it got far before the Big 10 passed.
