the canvass. That's the card you get sent every two years that asks if you have moved, gotten married etc. Problem with it is we have a sizable transient population, mostly minorities in urban areas, that are hard to get mail to. Each LEA is supposed to check daily papers for obits and cancel registrations of the dead. Of course human errors occur too. The state SOS also send out a monthly death notice.
