He gave a stupid, stubborn answer. He is right - about the media and Hillary shouldn't be allowed to run - but a simple "of course I will concede" would've been sufficient. Not "I will tell you at that point in time."
Terrible answer. The question was referring to honoring the outcome and he took that as how would he react. I'm convinced he misinterpreted the question - which was alluding to would he protest or incite his base - and instead answered it based on how he would 'feel' - which he was being truthful, in his mind, by saying 'I don't know'
His ego got in his own way, again.
