But at what point do you get so wrapped up in keeping stats for every public interaction that you lose the objective to keep the public safe?

I worked for an agency where we were required to write a report for every dispatched call for service. EVERY DISPATCHED CALL. If a complainant called in a barking dog complaint and didn't give their name and declined to be contacted, you still wrote a report. "I was dispatched. I responded. I heard/saw nothing. Complainant declined contact. I left."

This resulted in HOURS of report writing after the end of shift which we were uncompensated for. Hours writing bullsh*t reports no one would ever read. All because some command staff ranking officer got to work one morning and a citizen called in to complain no one had responded to their request for an area check and he was too fvcking stupid to check the dispatch logs or listen to the voice logging recorder at the time in question to see who was dispatched and that the area check was made with no results.

Punish everyone because it's easier than dealing with individual situations.
