Not necessarily because the fraudulent registrations are used to cast actual votes but they literally bog down the system of entering legit registrations that have to be entered before an election. Here in MO, they have been inundated with thousands upon thousands of new registrations. I have seen the pictures of cases and cases of cards that have to verified and entered.
