Alaska, Delaware, Montana, North Dakota, South Dakota, Vermont and Wyoming have One Congressman.

But those congressional districts are smaller in population than the states with more districts.

The only way to fix that is to change the state borders to bring in more people and that will never happen.

These states are over represented in the Electoral College.
