Conservatism is not just a fiscal policy. It is limited government, which in and of itself will,limit expenses. Or said more broadly staying with founders intent

As for the fiscal policy of the pries and the projections perhaps you should look into the assumptions. I will give you just one, from the Dons side as I think it is the most ludicrous. The assumption is for no economic growth despite the tax cut, which has never been the case
