Scenario #1: A man comes onto your property and takes an apple from your tree without your permission. Is that theft? I would say yes.

Scenario #2: What if you don't care if people take your apples? What if you feel it's your civic responsibility to share your apples with others? Would that man still a thief? I would say no.

Now imagine that government passes a law that says you MUST share your apples with others or risk a large fine or even imprisonment? Does that change either scenario?

If you believe it's your duty to share your apples, then the law changes nothing because you are already doing so willingly.
