not in many cases, in all cases, regardless of what the "founders" believed or whether they were for or against it.
your earnings, your money, is your property. No one - especially gvmt - has any rightful claim to any of your property (and in fact, it is impossible for government to have property rights or any right, for that matter). so what does government do? it threatens you with arrest, incarceration, garnishment of wages (without trial), and seizure of property. what happens if you don't pay taxes? you're arrested (if you're lucky). that's force and coercion. that's theft. the only difference between government and the mugger in the alley is that government has a monopoly on "legalized" force.
