Sure is. Cut corporate tax rates to bring back offshore money and spur investment in US business. Cut capital gains rate(should actually be zero since it's already been taxed once) and the market would explode. Tax revenues associated with just these two actions would offset any revenue loss associated with the reduction in rates.
