official definition makes sense. But in the minds of the average fan, a kid becomes a recruit when he is very serious and has the school at least in a top 5 or 10. Some might even want to see an official visit before really getting invested in the recruitment of most kids.

Also, you have to consider the connotation difference between "a recruit" and "our recruit". "our recruit" tells me that the kid has likely committed.
